chore: Move`timely` and `differential-dataflow` benchmarks into separate repo

We shouldn't have dependencies on the timely and differential-dataflow packages in the core hydro repo, but we should retain the ability to run performance comparisons.

Only the benches test crate has the dependencies, but it does mean it is included in our builds and target dir
