What provider(s) are you using?
There do appear to be issues with Contabo - as I experienced this myself, and mentioned in #7207. Contacting their support fixed it for me.
I'm also experiencing this issue - unable to download PHP via mobile tethering through Herd, but can download it using the URL in my browser.
