Finding all files that are missing EXIF data

I'm organizing a number of phone backup photos and videos. There's a small amount of files that don't have any EXIF data but there is the date and time in the file name.

I'm wondering if there's any way to get a list of all the images and videos that are missing a date EXIF data and then writing the date from the file name?

Also wondering if there's any way to see what files are missing GPS data and if there's any easy way to batch insert that as well. At the very least general locations like a city and not specific long/lat.

All the files are jpg, mov, and mp4 from Android and iOS. The files would all then be given to the app PhotoPrism for viewing.

You can certainly do it with bash scripts and ExifTool.
