ResXFileCodeGenerator removed during conversion

Resource.resx files that had a generator set to ResXFileCodeGenerator have it unset after converting a project leading to the Designer.cs file that should be automatically generated to still be attached it still has <DependentUpon>Resource.resx</DependentUpon> but not auto generated
