Effortless won't break tools, even with preserve durability at `0`

The preserve durability option in Effortless' settings can't actually be disabled in practice.

I'd expect setting it to 0 would cause tools to actually break instead of being kept at 1 durability but they never do, they're always kept at one durability. I've also noticed that this setting is apparently not saved to the config file. Consequently, it just resets to its default value of 1 on each restart and can never be set server-side.   Effortless 3.1.0 Minecraft 1.20.1 Fabric 0.16.4
