Hi this should be fixable now, as of latest 1.8.9 [version](https://code.google.com/p/googleappengine/wiki/SdkForJavaReleaseNotes) : - Modules are now supported in the dev_appserver Development Console.
No, I was just quoting from latest release notes. But it doesn't mean it is working. It will be good to get confirmation
