Tenant feature flags should be part of Tenants DB

Per-tenant feature flags that are not under Admin control (but Sys-admin control) should reside on the Tenants DB.

Ideally the TS definition and the Model definition should match without having to manually match both, which is not a problem on V2. Migrate Tenants to V2.
