End-to-end tests for the language settings page taking into account a strategy to handle GitHub integration

With #4873, now it is possible to populate a language with its translation when it is available in a new repository on GitHub. An e2e suite was updated but it was deleted after in #5076 until a strategy to handle the integration with the API will be defined.
