A customizable tooltip option that displays next to filters

Is your feature request related to a problem? Please describe. Often times, the categories/filters that an Uwazi database includes merit explanation for the end-user: What's the exact scope of the category? What are some examples for illustrating what a category means? etc.

Right now, this can be achieved through the creation of a page with text that explains the methodology, but this isn't the most effective way to communicate this information to end-users because it requires them to leave their query in the Library to go find the explanation they seek in another area of the instance entirely.

Describe the solution you'd like This idea came via a partner of ours: Create an option by which admins can have a tooltip, the text of which they write, appear next to the filters in the Library. This means that a user, if in doubt of what a category exactly entails, doesn't have to leave the Library entirely to find clarity, but can simply hover over the tool tip and get some brief explanation, and then more quickly continue on with their query.

Practically, the types of filters that this probably would be most useful for would entity types, select properties and multiselect properties (although I could see it being useful in some cases beyond these three).
