An easy way to have alt-text appear on instance logos

Is your feature request related to a problem? Please describe. Accessibility is really important, and one part of accessibility is alt-text for images, which allows people with visual or other disabilities to perceive the content.

Right now, there doesn't appear to be a straightforward way to create alt-text that appears on hover for a logo/image that we add to the top lefthand corner of an Uwazi instance (CC @meegido who knows way more about this than I do). This is unfortunate, because frequently that image there isn't just a throwaway background image: instead, it's an image that contains substantive information, often the name of the collection itself.

Describe the solution you'd like A straightforward way to have alt-text (or something functionally equivalent) appear on hover for an image added to the lefthand corner of the navigation bar.

Have you considered an alternative? @meegido could probably answer this better than me :)
