Inconsistent alphabetical order of UI terms (Settings --> Translations --> User Interface)

Describe the bug The User Interface terms list found in Uwazi Settings --> Translations --> User Interface is not in consistent alphabetical order. This is frustrating no matter how you work on translations:

• when curating and perfecting translations happens outside of Uwazi in a spreadsheet (either Excel or Google Sheets) where it is natural to order things alphabetically, you now have a list that mismatches with the one inside Uwazi, so doing comparisons between the two by eye is difficult
• when doing translation work inside the Settings --> Translations --> User Interface area, it's important to easily see when there are overlaps in terms to inform your choices, but sometimes terms that should live side by side in alphabetical order are separated

To Reproduce Steps to reproduce the behavior:

1. Go to Uwazi Settings --> Translations --> User Interface
2. Notice that the list is seemingly split in two: a list that is inconsistently alphabetical of terms that are capitalized; and then after the term "Zoom out library view" another list is seemingly tacked on afterward of terms that begin with a lowercase letter, starting at the letter "a" again.
3. Notice that throughout the list terms are not well alphabetized. For example, there is a term "ALL" in capital letters. And there is a term "All" with just the first letter capitalized. The expectation would be that these two terms live side by side, which would be important for a user who is doing the translation work within Uwazi; however, in reality they are separated by 38 terms in between.

Expected behavior If I see a list that at first glance is alphabetized, I expect it to be alphabetized correctly since it's a basic ordering norm. Inconsistencies result in frustration.
