Services URLs without http:// result in error

We use url-join to join the service url with the tenant name to send the materials to the correct endpoint. When the service url is configuted without 'http://' this results in in an url like 192.168.1.1://5051/endpoint/tenant_name and the request is sent to the por 80 instead of the 5051.
