Set up `pip-compile` GH action

We are already using `pip-tools` to generate the requirements. We just need to install this GHA now.

Add `sphinx-tabs`

It may makes sense to recommend `sphinx-design` instead of this one: https://sphinx-design.readthedocs.io/en/furo-theme/tabs.html or at least, link one from the other one's page.
