Implement OAuth Provider

I am helping build a OAuth for HumHub instances, at the moment I'm hitting a roadblock in this area.

Examples

api/v1/user/auth/authorize

&

api/v1/user/auth/token

These two are needed in order to build a semi-standalone OAuth.
