[Enhancement] Add remove panel option for snippets

Motivation

We use Humhub as a group of volunteers who engage themselves for climate issues and education. Due to the fact that the group is pretty diverse, many members are non-technicians. For that reason, we made an introduction video and wrote some how tos in the wiki of the main space. To guide newbies there, we created a snippet on the dashboard.

Description

This snippet is just relevant for the first few times before it becomes obsolete. Nevertheless, at the beginning it's important to place it on top of the sidebar to be seen directly. After that it stays there forever and hides more relevant content.

This is just one exemplary scenario. There could be more snippets, which may be just relevant for a special group of users.

Possible solution 1

Permit admins to configure a custom snippet as "removable" by the user.

Possible solution 2

Make snippets moveable by the user, so he/she can drag it down on his/her own!

Possible solution 3

Introduce both solution 1 and 2

Hmm, perhaps we should rather make the core "Getting Started Guide" enhancable by other modules:

@buddh4 thanks for picking up the topic! Setting up a custom Getting Started would indeed be a really fancy enhancement!

But still, the remove option for all custom snippets which permits users to block them permanently would be cool. An easy example is a social media snippet. Annoying for most of the users, really useful and handy for the others. We had long discussion on that, a remove panel would give the user the freedom to choose what to see and what not to see.
