Update contribution guidelines with maintenance policy

Our contribution guidelines say how to contribute, but don't say anything about our policy for maintenance. What kind of PRs do we accept? Do HM handle all development or are 3rd party contributions welcome? Would we accept new components from other agencies? What kind of support is offered?

We should answer these questions in the repo!
