Version number (package?) for Manual-install.zip 3.0.6 is 3.0.3

Steps to reproduce: When installing v 3.0.6 via the manual-install.zip from Releases, the version number inside the zip shows as 3.0.3. Judging by the existence of a previously reported & fixed WP-CLI bug, I assume that the entire package is the old version (rather than just incorrectly versioned).

Expected behaviour This package should install v3.0.6

I noticed this for the composer version as well. Looking at the code it just looks like somebody forgot to update the version number to match the release.

Just wanted to add that the issue still persist in the v3.0.7 update. The issue also exist in Source code(zip) Source code(tar.gz)
