@joshburns49 did you try moving the folder where you want to clone to a shorter path? Like `c:\spfx`

Seems like the issue is related to using a container. Make sure to look at [the wiki](https://github.com/pnp/sp-dev-fx-webparts/wiki/Opening-a-sample-using-a-development-container) to resolve the missing manifest issue.
