'reinstall' command

I was a moron and did rm -rf /usr/lib64/* recently, and zif doesn't let me reinstall things.

@hughsie I might have some time to implement this over the weekend, are there any libzif constrains regarding installing an already installed package that I should be aware of?

@elad661 That would be awesome. It should be pretty easy, although I think you may have to use an additional flag for the rpm transaction. Yell if you get stuck.
