Add windows arm64 wheel build to python release

Closes #1906

This adds a wheel build for arm64 windows to python-release.yml.

I did run the build in the fork and the arm64 build passed but the i686 build is failing due to #1904 so this would likely have to wait until #1905 was merged or that build was otherwise fixed.
