Adding support for stella_en_400M_v5

Model description

The recently released stella_en_400M_v5 has achieved very impressive performance on MTEB despite its small size:

It would be greatly beneficial to the community to have this model in TEI. The ONNX files are already available in a PR: https://huggingface.co/dunzhang/stella_en_400M_v5/discussions/3
