Templates: Annotated Policy Model Card template

Aim to have is to have this template version in the hub template space for easier reference and to further encourage different user profiles/domains to use the HF hub and models etc. (cc'ing @meg-huggingface, @osanseviero , @julien-c)

Hey @Wauplin This issue and the subsequent PR was initially to have the template live on the hub templates org repo and possible in another issue discuss the option for when users are creating MC's to choose amongst the templates

To bring it back to the issue, your idea for it to be annotated on the hub docs sounds sick too. In terms of the hubs docs example you gave --> also see this open issue and for a PR to have an annotated dataset card template in the hub docs
