Annotated dataset Card template

There is a current Dataset card template that has"annotations" in the dataset repo (here), it is the annotated version of the dataset card template. I want to condense the detailed dataset repo template to make an annotated version that resides in the hub docs, similar to the model card annotated template.

Reason/ pro: Working towards updating datasets cards and keeping them inline/similar standard of treatment that model cards have been getting.
