Scripting of npsurfacecounter

I don't know if it's wise to put the whole script here, or leave as an old repo, but I really think that nothing core should be changed. Everything is too tenuous. Just cleanup IO and just put a disclaimer that it is what it is. Also include test data and possibly a link to a cloud where users can see all of our archived results (maybe just the pdf?)
