Feature request: Tileset editor palette painter

It would be great to have a palette painter in the tileset editor that when enabled, instead of left click replacing the entire tile like it normally does, it would instead only replace the palette.

Also, not sure how doable this is, but just like the tileset editor can show unused tiles and metatiles, it would be great if the palette editor had an option to show unused colors
