Map list sorted by Area doesn't account for value gaps

MAPSEC values are currently assumed to be contiguous starting at 0. When sorting the map list by Area, if there's a gap in the MAPSEC values then for each unused value the list displays an unnamed, empty folder, and fails to display one MAPSEC folder from the end of the list.
