Balances do not show if prices are missing

Given wallet-api fails to provide prices When core displays balances then core fails to show balances.

Core should be able to show balances even if no prices are available from wallet-api.

Wallet-api are sometimes unable to provide prices. This can happen if e.g. the ticker provider (e.g. hitbtc or liquid) is down.
