feat: [WIP] Bump dependencies release

Attempt to fix #180. This is a WIP. Need more testing, Do not merge yet stdout reporter is crashing.

• Bump clap to 3.2.11.
• Bump regex to 1.4.6.
• Bump protobuf to 2.27.1.
• Dependency on time must be hold because it is shared by chrono and warp10.
• Dependency on procfs not bumped yet but it seems there are broken stuffs.
