New release tag after fixing typo

We've encountered a typo in hebo/optimizers/hebo.py which blocks us from using it and it looks like it's been fixed earlier this year: https://github.com/huawei-noah/HEBO/commit/347bac59f1b18033f80274f0161cc287530fa1b0

Though the newest tag 0.3.5 still does not include it. Can we release a newer version that includes this change?
