increase-rate-limit ?

I got following error while running 'docker pull zixia/wechat:3.3.0.115'

Is it known issue ? But I didn't find any related here.

Error response from daemon: toomanyrequests: You have reached your pull rate limit. You may increase the limit by authenticating and upgrading: https://www.docker.com/increase-rate-limit

I believe that belongs to the Docker policy, not ours.
