RESUMABLE: resources do not manage things

@gstrauss provided the following feedback on https://lists.w3.org/Archives/Public/ietf-http-wg/2025JulSep/0094.html wrt Section 4

"This upload resources is responsible for handling ..." The server is required to maintain server-side state for the upload resource. The upload resource does not "handle" anything. It is a resource.
