Turkish version of README.md

Problem it solves

Localization helps to reach more users to use, contribute, support etc

How exactly do you plan the translated README.md to be shown?

Thanks! We'll discuss this idea internally (whether we want to support localized readme's or not) and reply back to you.

Im not quite sure but when i look at to projects with different README files, their file name is in format README.la-CO.md which is la stands for language code. My is tr and CO is country and mine is TR. So, i planned to create file name README.tr-TR.md and translate contents into new file

The thing is… it creates the unrealistic idea that the project is then able to provide support, respond to issues or provide documentation in that language, or engage with users in other channels using their native tongue (which is not the case here).

Yet the first thing to do after installation is to interact with the cli and its help/man params or documentation site that's all solely in english anyways. The english-only readme is unfortunately not THE language barrier here.
