Hangouts Normal Notifications muted/gone when this is enabled (Android 9 - Pie)

When I installed this app, it seemed to work fine for gmail notifications (I hear the original Gmail notification sound when the email arrives, and then I hear the Missed Notifications Reminder after a minute), but with the Hangouts app the original Notification sound is simply never played. I receive a text from someone, there is no sound, then a minute later I hear the Missed Notifications Reminder sound.

Any idea what is causing this?

That may be caused by the MNR app own notification which is posted right after the hangouts notification arrives. You may try to disable MNR notification in the advanced settings to check whether it is the issue cause.
