State of HAL support

@before, are you still using the rho/the HAL code? It appears that you've got other things on your plate and HAL has lost its maintainer. If its no longer used I'm considering dropping it.

I don't think so. I have left it in because it wasn't a maintenance burden, but if it starts to become so I think we should drop it.
