Add GitHub Action to produce Windows binaries on each push

While this does run for unreleased commits, it will only add them as artifacts for the commit. A user would have to know to go and look for them. This could be potentially extended in the future to retain the artifact and associate it with a release, whenever a release tag is pushed.
