Enable translation support

It will be great if htop support translating the software to other languages (French, German, etc) . https://www.gnu.org/software/gettext/ can be a good option here.

Given that many (if not most) texts displayed by htop include technical terms or abbreviations thereof I'm not convinced that a translation of the UI (except for very obvious cases) presents a net-benefit, especially as translation is just a part of the issue; proper localization would be one other; and neither should go alone.

Best example for my concerns: Try translating the column headings without increasing column width. UID vs. User would translate to e.g. Nutzer-Identifikation vs. Nutzername (in German) which might cause some quite disadvantageous abbreviations for the 4 characters usually allotted for these two columns. Also translating some parts, but not others might cause confusion, e.g. when abbreviating the translation of Swap for Swp, translated to German as Auslagerungsdatei, as AD in the meters column, as Active Directory usually isn't translated, even though swap is in German UIs.

Remains the issue of actual technology used: I've not yet seen a good tool for software translation, especially one for C. And GNU gettext is one of the better of the bad ones.

The https://translationproject.org/domain/index.html has been translating similar tools (highly technnical, command line, etc) for over 20 years to many languages. Many other Unix systems have done the same over the years.

Regarding "presents a net-benefit", basically it'a making a more inclusive technology were people can work with their own language.
