Neutrino sometimes gets into a deadlock "unable to fetch cfilter"

Sometimes when starting up Blixt Wallet, the app will never reach syncedToChain because it appears that the Neutrino client has entered some kind of deadlock where it is unable to fetch compact filters.

This has been a well known bug for me, I am opening this issue as means to get it sorted out.

Running LndMobileHelpCenter will give the error "Rescan is already done and cannot be updated. It returned error: unable to fetch cfilter" when attempting to call newAddress.
