Add ability to skip environments in specific states (list mode)

Unfortunately list is returning environment as existing, even if it's in [Terminating, Terminated] (or any other) state. With this update I'm adding ability to specify states which list mode should avoid when searching for existing environment.

This change is backward compatible, and shouldn't do no any harm to existing users.
