Add linked alerts

Create alerts parameter "linkto" that requires another alert condition to be satisfied before it it is triggered. This would be useful in a situation like the following:

A user wants to monitor the RSI and MA of a single crypto pair. If BOTH and only BOTH the RSI14 is > 70, and the price has crossed the 50 moving average, they want to receive an alert.
