Add an option to create input delay while playing singleplayer (for practice)
What should happen
PPSSPP should have a option in the System section that will let us choose input delay from 1 to 8 frames. So If I select frame delay to 4 whenever I press a button in-game it will happen 4 frame late.
Who would this benefit
People who play games online competitively but has to improvise with input delay online. We practice with zero input lag but must play with 2-4 frames of input delay. So this will help us to practice offline with input delay.

I aint the creator, but the Future-Prio tag says for Some future release, more prioritized than the Future milestone, so.......
13 months later. We are on 1.19.3 now. I just realized alternative title is "Simulate delay"
Sorry, it just hasn't been a priority. This is the only request ever for this feature.
