Driver workarounds themselves seem to cause issues

He's having visual glitches with Naruto Ultimate Ninja Impact game when using Vulkan as renderer. Disabling workarounds reportedly fixes it.

Can tell Henry on Discord re-test the game in newest Development Builds ?

I think after #19134 , this got a lot less problematic, at least on many systems. Postponing.
