Allow configuring GE debugger tabs in panels

This allows you to have whichever panels you want, and to keep the display list in the left side if you want (the main thing I want.)

It doesn't seem to redraw properly on resize (pre-existing problem), so when you swap it it's blank until you click. I messed with this a bit and didn't see why...
