Is this with any kind of cheat or patch?
Normally, this error would occur on a real PSP as well, if the game tried to open too many files without closing them. But maybe there's something causing it to forget to close older files it opens. Would need a more complete log.

This would be with the Unofficial English Patch. From: https://gbatemp.net/threads/phantasy-star-portable-2-infinity-english-localization-public-release.576943/ I couldn't see an issue related in the thread, at least not anything where the hanging occurs on different missions/situations.
I didn't know how to make a log but I did play the game with debug console until the error starts and copy pasted that. log.txt
I'd say we probably should just close this, that english patch has a long list of issues which the patch creators know about and have no time to fix, including crash which they solve by providing a workaround cwcheat that has no test codes whatsoever and aren't even telling people how to properly disable that cheat afterwards nor provide a counter cheat to restore original functionality without restarting. They also have people reporting random crashes that can be passed by just replying missions multiply times, while english patches are cool, they are commonly full of issues and it's really not something idicating emulation problems.
Can you still reproduce this issue?
From quickly checking that forum link, it seems like a new version of the patch was released just a few weeks after this issue was created. Maybe this bug was fixed?
It also seems like this is one of those games with the "marty mcfly" problem: https://forums.ppsspp.org/showthread.php?tid=445&pid=106844#pid106844
So it sounds like this might not be a PPSSPP bug.
