can encode support CBR set？

I found that the encoding interface does not have a function to set VBR (Variable Bitrate); as a result, when I want to encode PCM audio to opus format, I cannot turn off VBR familiarity and enable CBR (Constant Bitrate) to ensure that each frame of opus data encoded is of fixed length. Thanks for your reply

Sounds about right. I haven't needed it but if you feel like adding support for it + tests please feel free to fork and/or send a PR 👍 happy to review.
