Discount should allow decimals

Prerequisites

Expected Behavior

I should be able to set a discount of 0.2% or $0.20

Current Behavior

Discount can only be a whole number.

Possible Solution

Steps to Reproduce (for bugs)

  1. Try to add a discount with decimals

Context

When the total price without tax has decimals, I want to round the total price.
