Improve alarm group target selection

In MCIs, vehicles are often sent to the incident site even before a staging area has been created. It should be possible to start the transfer of vehicles of an alarm group without specifying a target and to change the target of all vehicles of an alarm group later on without having to change it for every vehicle by hand.
