cc @mikemorris - I think this ends up overlapping a lot with the discussions of a broader "BackendPolicy" with things like retry budget, load balancing, etc
Maybe a good first step would be to collect use cases and prior art. That should help guide the correct location for the API.
I somewhat recall finding a similar bug, maybe the same, but not spending time in a fix since it was fixed in 1.26 by a broader change
The change was massive PR https://github.com/istio/istio/pull/55268 so not possible to backport. If we are to fix it will need to be a minimal fix taregtting it.
