[FEATURE] Hide Contribute Button On Campaign without Gift Levels

There are a few situations in which an organization might want to pause a campaign for a set amount of time or turn off donation capabilities on that specific page entirely. One example is if a program is discontinued and there is a campaign page tied to that program; the organization may want to ensure that no donations correlate to that program/campaign page. Another example is a Peer to Peer campaign related to a walk or run where the person taking part can no longer participate.

The best solution is to create a UI where the user can hide or show the Contribute button and Gift Levels based on their own needs with a way to redirect to a general donate page.

One alternative is to still have a Contribute button but to make the messaging on the modal clear that the donation being made is not related to the campaign, but this isn't the solution that is directly being asked for.

Another alternative is to simply to hide all donate buttons without a replacement, but that's a lost opportunity to get a general donation.

Additional context is that there is a way to hide a campaign page's Contribute button if you have set gift levels for the page, but if you take away the gift levels, hiding the Contribute button is no longer an option. In this case, the organization does not want any donate buttons on the page.
