Close cycle count bulk action

What is the motivation for adding/enhancing this feature?

There should be a bulk action button on the bottom toolbar of the pending review admin page. Clicking it should open a modal for the user to select an action for all open items.

1. Accept all outstanding variances and close
2. Reject all outstanding variances and close

Based on their selection the function should apply or skip the variances and move the header status of the cycle count to closed.
