Unclear Toast On Downloading Closed Count Report With Incomplete Date Filter

Current behavior

Currently unclear toast is shown on download with incomplete date filter. Please select atleast one of the date filter range.

Expected behavior

As user is required to set before and after date for at least one of the Created or Closed date filter, toast should prompt the user in this direction.

Steps to reproduce the issue

Login to admin view using valid credentials. Move to closed tab and set facility filters. Set date filters in a way that before and after date are applied in created or closed filter. Observe the toast when trying to download the report.
